Keynote Speaker: Rodney Cole of DTE Energy
State Government Energy Policy and Advocacy: Industry Perspective
About: Rodney Cole is a Director of State Government Affairs at DTE Energy and is leading the company’s policy and advocacy efforts in Lansing, Mich. In his role, Cole leads DTE’s Lansing office and continues strengthening relationships with Michigan’s public sector leaders to create and implement policy that benefits DTE’s customers throughout the state. Cole previously led DTE’s Wayne County Regional Relations team, where he served as the primary contact between DTE and local municipalities – including the City of Detroit ̶ and community partners.
Cole received his bachelor’s and master’s degrees from Michigan State University, and soon after served as an HR consultant with Capital H Group, providing client-focused recruiting services. Cole joined DTE Energy in 2006 working in Human Resources and supported the company’s gas utility and non-regulated gas businesses, electric distribution operations and its Corporate Services and Information Technology areas.
Cole serves on the boards of City Connect Detroit, Don Bosco Hall, Black Caucus Foundation of Michigan, Booker T. Washington Business Association, Teen Hype and the Wayne State University Press Board of Visitors.

Erik Cipparone: Regulations in Cybersecurity Space
About: Erik Cipparone is a functional safety certified automotive engineer at ZF Group and works as a core group functional safety manager supporting airbag control modules. His expertise in cybersecurity flows from both, his extensive work experience in functional safety, and his role in implementing cybersecurity measures within passive safety area of ZF.
Prior to current role, Erik managed functional safety area for core components and sensors within TRW. Earlier in his career, Erik worked as a software design engineer at Kostal of America focusing, first, on mechatronics, and then transitioning to functional safety technology area.
Erik has a bachelor’s degree in physics from Michigan State University and is currently pursuing a master’s in cybersecurity at Oakland University. Outside of work, Erik enjoys following Detroit Red Wings, reading and playing PC games, and barbecuing.
Jennifer Dukarski: Regulations for Preserving Privacy in Biometrics
About: Jennifer Ann Dukarski is a Shareholder based in Butzel Long’s Ann Arbor office, practicing in the areas of intellectual property, media and technology. She focuses her practice at the intersection of emerging technology and communications with an emphasis on the legal issues arising from emerging and disruptive innovation: connected and autonomous vehicles, product safety, the internet of things, privacy and cybersecurity. Accompanied by her practical industry experience in high-level management and engineering positions, she leads clients in securing, protecting and applying their technology through transactions and litigation.
In her practice, she has negotiated contracts for autonomous vehicle components, reviewed contracts involving wireless updates to in-vehicle technology, assisted companies in achieving successful Petitions for Inconsequential Noncompliance with NHTSA and has addressed multiple vehicle component recalls. Dukarski has become a national leader in legal issues facing emerging automotive technology and is the leader of Butzel Long’s connected car working group. She also has spearheaded the reporting efforts for two national data breaches and focuses on the threat vectors facing automotive component design.
She has been named a Rising Star by Super Lawyers, a Best Lawyer in America by Woodward/White and a Top Lawyer by “dBusiness.” She is a Senior Member of the Institute of Electrical and Electronics Engineers, and has worked with PAR1912, developing standards for the Internet of Things.
Bob Neff: Vehicle Communications to Facilitate Autonomous Vehicles
About: Bob is engaged in Sales and Marketing for companies involved in high technology products, projects and people. Sales and Marketing Insight is Bob’s strategic marketing company. He is also a corporate officer in the Intrass Corporation, a startup company involved in 5.9 GHz Dedicated Short Range Radio Communication (DSRC) technology for Vehicle-to-Vehicle (V2V) communications. Bob is a past Chairman of the SAE V2V Vehicle Safety Subcommittee and is currently a member of the SAE Vehicle to Vehicle Communications Standards Technical Committee that authored SAE J2735, the interoperability standard allowing vehicles to communicate with one another (V2V), as well as, interact with infrastructure elements (V2I). The committee has recently published SAE J2945 embodying the Common Performance Requirements for vehicle communication.
Bob is a retiree of Eaton Corporation where he held various technical, marketing, and managerial positions, including in the VORAD Division where he worked on advanced vehicle systems, such as collision warning, adaptive cruise control and blind spot warning that use 24 GHz and 77 GHz radars. Eaton is also where he earned his Six Sigma Black Belt. Bob served as Eaton’s Technical Lead during its participation in the National Automated Highway Demonstration in 1997, and, upon his retirement, Bob was a member of the management team that established the Automotive Electromagnetic Compatibility Laboratory for Underwriters Laboratories in Novi, Michigan.
Bob has served as Chairman of IEEE Southeastern Michigan (SEM) Section since January 2014 and has served as a Marketing Chairman for IEEE SEM EMC Society’s EMC Fest since 2007. Bob was a Marketing Chairman for the International EMC Symposium held at Detroit Cobo Center in August of 2008. In the past, Bob has also served as a Marketing Chairman for the Professional Ski Instructors of America / American Association of Snowboard Instructors Central Division and was a member of their Board of Directors. Bob is an Advanced Accredited ski instructor and actively teaches at Mt. Brighton in Michigan during the winter and at Vail-Beaver Creek in Colorado during the spring.
Henrique Martins: An Overview of the Global Automotive Regulatory Framework and Certification Processes
About: Henrique Martins is the manager of the Office of Certification, Homologation and Compliance at Mahindra Automotive North America. In his role, Martins leads all globalization efforts of Mahindra Vehicle Products related to certification, homologation and compliance matters. Henrique Martins represents Mahindra Automotive North America before all regulatory agencies and approval authorities for homologation, certification and sustainability matters in the US, Europe and South America Markets. Prior to this role, Henrique Martins held several positions at Ford Motor Company which included Sustainability, Environment & Safety Global Homologation/Compliance Leader.
From 2003 to 2009, Henrique Martins was a member of the Brazilian National Committee of the ABNT (the Brazilian Association of Technical Standards) and provided technical guidance for the establishment of the Brazilian National Crash Safety Regulations. He has also authored publications in the fields of vehicle safety, certification and homologation. A native of Sao Paulo, Brazil, Henrique R. N. Martins earned a bachelor’s degree in Mechanical Engineering from the University of Sao Paulo (Escola Politecnica Do Estado De Sao Paulo – USP) and a bachelor’s degree in Human Resource Management from the University Salvador (UNIFACS). He is currently pursuing a MS Degree in Engineering Management at the University of Michigan. He is based in Rochester Hills, Michigan.
