Understanding that not all children have access to high quality Science Educations due to underfunding, resource allocations, poverty, or any other social or economic condition, the Science Kits for Public Libraries program raises capital to provide grants for public libraries to purchase science kits and offer them as a lending service for use of the community. “The IEEE Science Kits for Public Libraries (SKPL) program exists because we believe all children should have access to high-quality, self-learning, STEM experiences – regardless of race, gender, financial condition, or home environment. Since 2009, the generosity of donors, like you, has made it possible for more than 150 public libraries throughout the Midwest to start science kit collections that are free and accessible to the public. With access to a public library and a valid library card, children can check out high-quality, hands-on STEM (Science, Technology, Engineering and Mathematics) experiences at zero cost to their parents.

Region 4 is a geographic unit as established by the Board of Directors of IEEE as a basic operating entity of IEEE for management and administrative purposes to represent and fulfill the needs of the members and the missions of the IEEE within its territory. It is one of six such units within the USA and ten such units worldwide.

Regional activities, conducted under the aegis of the IEEE Member and Geographic Activities (MGA) Board, are concerned primarily with the interests of the individual member in the locale of his/her home or place of employment, and with the activities of local groups of members such as Sections, Subsections, Chapters, Student Branches and Student Branch Chapters. Regional activities are directed toward developing and maintaining, through sound administrative practices, these groups of members. The groups afford on a local basis a common forum for their members to meet and to exchange views on technical, educational, professional or other areas of interest. The Region supports the leadership of these groups by providing leadership training, forums for lessons-learned exchange and solution development, links to resources from throughout the IEEE, and a two-way communications channel to the Board of Directors level of the IEEE.

The Regional & Regional Executive Committee
The governing body of Region 4 is its Regional Committee. Between meetings of the Regional Committee and in accordance with direction of the Regional Committee, its Regional Executive Committee is entrusted with the management of Region 4. The Regional Director chairs both committees. All Section Chairs of Region 4 are voting members of the Regional Committee.

Director / Delegate Explanation
Regional Director and Regional Director-Elect are the commonly used titles; however, a word of explanation is in order concerning the titles of Director and Delegate. One will find both of these titles throughout the documentation concerning the management of the IEEE. There is a very important distinction. That is, the title Delegate is reserved for those that are directly elected by their respective groups of IEEE voting members. Not all Directors are Delegates.

Regional Director / Regional Delegate Selection
The Region 4 Director shall be elected as Delegate-Elect/Director-Elect during the even numbered years and shall assume office on the following 1 January. He/she shall serve a two-year term as Delegate-Elect/Director-Elect followed by a two year term as Delegate/Director without further election followed by a two year term as Immediate Past Director, without further election. In accordance with IEEE Bylaw I-307, he/she shall be elected from a slate of not fewer than two nor more than three candidates. The petition process defined by the IEEE Bylaws shall apply to the office of Region 4 Delegate-Elect/Director-Elect. The Region Director is elected by the full voting membership of the Region.

Region 4 Delegate & the IEEE Assembly
The voting members of each Region elect a Delegate to the IEEE Assembly. The voting members of each Division do likewise. There are ten Regional Delegates and ten Divisional Delegates. (Divisions represent groupings of technical interest.) The voting members of IEEE also elect their President which results in three positions of one year each – Past-President, President, and President-Elect (the commonly called 3-Ps). These three persons are Delegates-at-Large of the Assembly. These 23 individuals, all elected by the voting members of IEEE, constitute the IEEE Assembly. And, they are all Directors or Directors-at-Large of IEEE by virtue of these elections.

The IEEE Assembly performs certain legal functions and elects certain IEEE Corporate Officers who, by this election, are Directors-at-Large. Such Corporate Officers have included IEEE Vice Presidents and the Secretary-Treasurer (or Secretary and Treasurer).

Region 4 Director & the IEEE Board of Directors
The IEEE Board of Directors is the governing body of IEEE. It includes Directors, including Directors-at-Large elected by the Assembly. The IEEE Board of Directors includes the 10 Regional Directors, 10 Divisional Directors, IEEE Vice Presidents, IEEE Secretary-Treasurer (or Secretary and Treasurer) and IEEE 3-Ps.

The Region Directors are voting members of the IEEE Member and Geographic Activities (MGA) Board and the IEEE-USA Board (IEEE-USA).

Area meetings will be scheduled to avoid the need for overnight accommodations and to permit the greatest number of attendees to travel by car. Car-pooling and use of reasonably priced accommodations assure maximum participation for the limited resources available.

When a Committee member requests reimbursement from the the Region, the following will apply:

1. The function must be authorized by the Region 4 Executive Committee or Director.
2. The attendee must be a member (or authorized Section delegate) of the committee.
3. Expense claims must be submitted on IEEE forms, signed by the individual and accompanied by applicable vouchers and receipts over $25.00.

Travel reimbursement will be limited to the following items:

Meals and Lodging

1. Hotel cost at prevailing local standard rate (single), limited to evening of meeting and/or the prior night. The original itemized bill must be attached as a receipt.
2. Personal food and beverage at no more than prevailing rate at place of meeting. For any expenditures in excess of $25.00 per day, reimbursement will not be made unless meal receipts are attached.

Note: In the event you are required to extend your stay to obtain special discounted fares you would not otherwise be eligible for, your additional hotel room and personal meal expense will be reimbursed to the maximum of reasonable costs actually incurred or the savings in your fare, WHICHEVER IS LESS.

Transportation

1. Actual bus, economy air fare or train. Travelers are urged to make use of discounted fares, especially for air travel. Travel at rates above economy fare will not be reimbursed. Any exceptions must be approved by the Treasurer or the Executive Committee with the concurrence of the Director, and must be reported to the Executive Committee no later than its next meeting.
2. Reasonable use of personal auto at the IEEE approved rate (IRS rate).
3. Tolls and Parking
4. Necessary taxi or other ground transportation.
5. Penalties assessed by airlines when traveling on authorized IEEEbusiness under reasonable circumstances.
6. Car rental when alternate economic public transportation is unavailable or impractical.

Miscellaneous

1. Necessary telephone/fax charges. Limited to IEEE related calls. Calls placed from home telephones must have copies of telephone bills attached to be eligible for reimbursement.
2. Necessary duplicating service charges.
3. Reasonable porter fees and gratuities.
4. Reimbursement will not be made unless original receipts are attached. (Itinerary invoice showing fare is not valid receipt.)
5. Nonessential expenditures for personal items such as newspapers, movies and entertainment WILL NOT be reimbursed.
