Inverter Based Resource (IBR) Connections to the Transmission Grid; Managing Challenges During a Grid Transforming Evolution

In recent years inverter-based resource (IBR) interconnection requests on the grid have drastically increased. During this time several high-profile IBR disturbance events like those in Odessa, Texas have occurred. Additionally, the NERC Inverter-Based Resource Performance Subcommittee (IRPS) has produced several guidelines recommending Transmission Owners (TOs) collect Electromagnetic Transient (EMT) plant models for IBRs and to perform EMT analysis to ensure reliability of the grid. IEEE produced the 2800 standard for IBR interconnections in 2022 and is working on a 2800.2 standard to define how to implement, verify, and validate that IBR EMT models meet the 2800 standard. Given these developments it is becoming more important for transmission planners to develop the processes and skills to verify EMT models and perform EMT studies. This presentation will explain how ATC has worked to implement NERC recommendations to collect and verify EMT models, perform EMT analysis in the interconnection process, and then to manage post-GIA generator modifications and as-built model changes.

Damien Sommer, ATC

Damien Sommer is a Consultant Transmission Planning Engineer for ATC in the Resource Interconnections department. He has worked for ATC since 2009 with most of that time spent working on MISO generation interconnection studies. Damien has led ATC’s efforts to perform PSCAD studies on inverter-based resource interconnections since the MISO DPP-2017 queue. Damien has a BSE and MSE in Electrical Engineering from Oakland University and an MBA from the University of Wisconsin – Milwaukee. Damien is a registered Professional Engineer in the states of Wisconsin and Michigan.
